Ley 18.250 is the immigration law that creates the obligation: it requires foreign nationals to obtain a consular visa in the cases where one is exigible (art. 42), and art. 30 lit. B entrusts the MRREE consulates with granting those visas; the DNM table and Decreto 356/018 implement it.
Note (9) allows holders of a Dominican common passport with a US or UK visa valid for at least 6 months to enter without a stamped consular visa.
