The Ministry of Foreign Affairs of the Republic of Cyprus publishes the operative lists of third countries whose nationals require a visa for entry to Cyprus (Part A) and those exempt (Part B); these lists are what the border applies, and they implement EU Regulation 2018/1806, whose Article 3(1) creates the visa obligation and Article 4(1) the 90-day exemption, both directly applicable in Cyprus.
The Part A heading states that the nationals of the listed third countries are subject to the visa obligation, and every issuer in this row is enumerated in that list (states under '1. Κράτη' and the Palestinian Authority under section 2); Gambia's line is garbled by a PDF font artefact and is confirmed by EU Regulation 2018/1806 Annex I.
