Dahir n° 1-03-196 promulgating Loi 02-03 is the statute that imposes the obligation: Article 3 requires every foreigner arriving on Moroccan territory to hold a valid travel document "assorti, le cas échéant, du visa exigible". The visa-exemption list, e-visa note and change records all implement or modify that requirement; the Dahir creates it.

The MFA consular portal lists, under the heading 'Liste des pays dont les ressortissants sont dispensés du visa d'entrée au Maroc', every one of these issuers as exempt from the entry visa, which is the grant that makes them visa-free.
