Law No. 6 of 1987 is the statute that creates the visa obligation: Article 2 provides that a foreigner may enter, stay or leave Libya only if holding a valid visa granted under this law. The decisions and the eVisa registry describe or implement that obligation; they do not create it.
The official eVisa country registry marks each of these five countries exemption_type FULL (with is_available true and can_apply_online 1), meaning the Passport, Nationality and Foreigners Affairs Authority treats their nationals as exempt from the entry-visa requirement and able to enter without any advance authorisation.

law6-1987: issued 20 June 1987 (24 Shawwal 1396) per its closing lines. evisa-countries carries per-record updated_at stamps, the latest 2026-07-15. dec482-2023: issued 1 November 2023 (17 Rabi' al-Thani 1445), in force from its date of issuance per its Article 2.
