Law No. 6458 is the instrument that imposes the obligation: Madde 11 says foreigners staying up to ninety days arrive with a visa and caps the stay a visa or exemption grants at ninety days in every hundred and eighty, and Madde 12 defines the exemption categories. The Ministry page does not impose anything — it reports, per country, which exemption or route applies, which is exactly what a summary of Madde 12 does — so it is cited for the nationality and document-class facts the statute delegates rather than as the source of the requirement itself.
The Algerian entry gives the ordinary passport nothing unconditional: the visa-free bands are age-limited and the e-Visa band needs another state's visa. For an applicant outside those bands the statute's ordinary rule and the Ministry's residual clause govern, and that is a visa applied for before travel.

Visa-free, 90 days
Ordinary passport holder Algerian citizens, under the age of 15 and above the age of 50 are exempted from visa up to 90 days within any 180 day period for their touristic visits.
