This arrêté, taken under the CESEDA and published in the Journal officiel, imposes the obligation itself: Article 1(1) requires a valid visa for entry into Guadeloupe for any foreigner not covered by free movement 'si celui-ci est requis en vertu de l'annexe II', and Article 3 plus Annexe II grant the dispenses. It is the operative legal text for the DOM, which are outside the Schengen area; the EU Regulation 2018/1806 governs only the European territory of France.
Annexe II grants Ecuador a dispense extending to all passport types for entry to the departments of Guadeloupe, Martinique and Guyane.
