Artículo primero.- Establézcase la exigencia de una autorización previa o visa, otorgada por un consulado chileno en el exterior, como requisito para el ingreso y estadía en el territorio nacional, en calidad de titular de permiso de Permanencia Transitoria, de conformidad a lo establecido en el inciso segundo del artículo 27 de la ley N° 21.325 de Migración y Extranjería, a los nacionales de los siguientes países:

Law 21.325 is the statute that creates the entry regime for foreign visitors: article 27 establishes that a Permanencia Transitoria holder needs no prior authorization or visa and authorizes a supreme decree to list exceptions, and article 48 fixes the 90-day stay. Decreto 359 and the consular CUADRO implement that article rather than creating the obligation themselves.
Article 1 of Decreto 359 requires nationals of the listed countries to obtain a prior authorization or consular visa before entering Chile as holders of a Permanencia Transitoria permit; the quoted clause is the operative imposition and the list entries name the nationalities covered.
