If there is a Liberian embassy in your country, you are required to apply for your visa directly at the embassy and not through this portal.

The LIS Visa on Arrival portal is the current official instrument of the Liberia Immigration Service, the body charged with implementing and enforcing the Aliens and Nationality Law, and it imposes the operative requirement on non-exempt foreign nationals - apply online for the Visa on Arrival before travel, or apply at the embassy where one exists in the traveller's country. It does not merely describe the position; it tells the traveller what they must do.

The LIS Visa on Arrival portal, the official immigration route for Liberia, directs travellers whose country hosts a Liberian embassy to apply for their visa at the embassy rather than online; the MFA foreign-missions page (fieldSources) names which of these issuers' countries host a Liberian embassy, so they must arrange a consular visa in advance.
