Lei 23/2022 creates the obligation: article 8(2) requires every foreign citizen to present an entry visa issued by Mozambican authorities unless a visa-waiver agreement applies, and article 28 creates the border-visa (visa-on-arrival) route. Decreto 10/2023 and the evisa portal are the exemption instrument and the current operational statement of that framework, not the source of the general requirement.
Brazil, Cuba, Algeria, Egypt and Vietnam host resident Mozambican embassies/high commissions, and India hosts a High Commission, so the border-visa condition of Lei 23/2022 art. 28 ('pais onde nao haja representacao diplomatica ou consular da Republica de Mocambique') is not met for them; Eritrea and Sri Lanka are recorded on the eVisa route because the border-visa route could not be established for them. The official portal lists all of them in its 'Countries eligible for the eVisa scheme' list and offers a tourist eVisa for stays of 90 days or less, so their holders must arrange an eVisa in advance.
