The Immigration and Passport Act (Cap 130) is the instrument that creates the obligation: section 20 forbids landing without the leave of an immigration officer, section 37 requires a passport and, where required, a visa to be produced, and section 37(4) empowers the Cabinet to exempt classes of persons by Order. The visa list published by the BVI London Office is the Government's own current statement of how that Act and the Visa Exemption Order made under it apply; the Order itself is unreachable because laws.gov.vg is under scheduled maintenance.

The quoted passage is the Government's own list of nationalities that must hold a visa to enter the BVI; every issuer in this row is named in that list (stateless and refugee document holders fall under the same general visa requirement because they are not nationals of any exempted country).
