The Ministry of Justice has decided to extend the temporary exemption from the Electronic Travel Authorization (K-ETA) … by one additional year, and will apply it until 31 December, 2026. … This extension applies to countries currently benefiting from the temporary K-ETA exemption, including Estonia.

The MOFA inbound table is the responsible ministry's consolidated statement of the visa-free entry regime for Korea: its '[외국인용]' section enumerates the countries/regions whose ordinary-passport holders may enter Korea without a visa, with each entry's stay and legal ground (협정/상호주의/일방적 면제). The default — that a visa is required in principle — is stated by the ROK Embassy pages (keta-ireland: 'Country not-eligible for K-ETA → Visa'). The underlying statute (Immigration Control Act Article 7) could not be fetched because law.go.kr renders via JavaScript; the MOFA table and the MOJ K-ETA portal list are the authoritative administrative sources actually held.

The ROK Embassy in Estonia confirms Estonia is among the countries benefiting from the temporary K-ETA exemption through 31 December 2026, so Estonian nationals enter visa-free without K-ETA; the MOFA table gives their stay as 90 days within 180.
