Nationals of the European Economic Area and associated States do not require a visa to enter Monegasque territory. They only need to carry a passport or a valid identity card. The European Economic Area and associated States: Germany, Andorra, Austria, Belgium, Bulgaria, Cyprus, Denmark, Spain (including the Balearic and Canary Islands), Estonia, Vatican City, France (Guadeloupe, Martinique, French Guiana, Réunion), Finland, Greece, Hungary, Ireland, Italy, Iceland, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Norway, the Netherlands, Poland, Portugal (including the archipelagos of Madeira and the Azores), Czech Republic, Romania, United Kingdom (England, Scotland, Wales, Northern Ireland, Gibraltar), San Marino, Slovakia, Slovenia, Sweden, Switzerland.

Sovereign Ordinance n° 3.153 of 19 March 1964 is the Monégasque instrument that creates the entry obligation: Article 1 requires every foreigner entering the Principality to hold the passport, visas and authorisations that permit access to France, which is what imports the French/Schengen visa regime into Monaco. The government page and the EU regulation describe or supply that regime but do not create Monaco's obligation.

The official Monaco government page states that EEA nationals and associated States (the EU Member States, Iceland, Liechtenstein, Norway and Switzerland, which it lists) do not require a visa for Monaco; the entry regime therefore does not impose any advance authorisation or short-stay cap on them.
