- Vreemdelingen in het bezit van een geldig meervoudig visum kort verblijf voor het Schengengebied, of een geldig meervoudig visum voor het Verenigd Koninkrijk of Ierland, zijn vrijgesteld van de visumplicht (holders of a valid multiple-entry Schengen short-stay visa or a valid multiple-entry UK/Ireland visa are exempt).
- Vreemdelingen in het bezit van een geldige verblijfsvergunning voor het Schengengebied, de Verenigde Staten, Canada, het Verenigd Koninkrijk of Ierland zijn vrijgesteld van de visumplicht (holders of a valid residence permit for the Schengen area, the United States, Canada, the United Kingdom or Ireland are exempt).
- A foreigner who needs a visa before entry may nonetheless enter and remain as a tourist for a maximum of thirty days without a temporary-stay permit, unless the visa was issued for a shorter period; the visa sets whether entry is possible, the Toelatingsbesluit sets how long the tourist stay runs.

Article 5(1) of the Rijksvisumwet creates the obligation: a visa is required for aliens to obtain access to the Kingdom's countries, of which Curaçao is one. The Regeling vrijstelling visumplicht only exempts designated nationalities and categories from that requirement, and the stay rules fix how long tourists may remain; both presuppose the obligation the Rijksvisumwet creates.
Article 5(1) of the Rijksvisumwet imposes the visa requirement for access to the Kingdom's countries, of which Curaçao is one; an alien of an issuer not exempted by the Regeling must therefore obtain a visa in advance.
