Upon admission, a foreigner, who is not a holder of a permanent residence permit, may enter and sojourn in the Republic only if in possession of a visa issued by the Director-General for a prescribed period.
Aevamo’s reading
Section 10A(1) of the Immigration Act creates the obligation — every foreigner entering the Republic must produce a valid port of entry visa — and section 10A(4)(a) empowers the Minister to exempt categories of persons; the DHA exempt-countries schedule is that exemption exercised, so the Act is the instrument that imposes the requirement the exemption relieves.
The Act states that a foreigner may enter and sojourn in the Republic only if in possession of a visa issued by the Director-General; these issuers are not named in the Minister's exemption schedule made under s10A(4)(a), so the general requirement applies.
