The arrêté du 29 décembre 2011 (as amended in 2022 and 2025) is the instrument that imposes the short-stay visa requirement for entry to French Polynesia and, in its annex II, defines the nationality-based exemptions; it is the text a border official applies, not a description of it. The CESEDA supplies the underlying general obligation (L. 311-1 as adapted for PF) and the separate EU-citizen regime in Book II.

The CESEDA governs the entry and stay of 'étrangers' and defines an étranger as someone who does not have French nationality; a French citizen is therefore outside the visa regime for French Polynesia, with no advance authorisation and no stay cap.
