The Law on Travel and Residence of Foreign Citizens in the Islamic Republic of Afghanistan (Official Gazette no. 1185, 3 October 2015) is the statute that creates the visa obligation for foreign nationals entering Afghanistan; it is the instrument the IEA's own e-visa portal and embassy visa pages cite and implement.

The official Afghan e-visa portal sets the terms of the tourist e-visa — a 30-day single-entry stay, entry only through Kabul International Airport — and defines eligibility by exclusion: eligible if nationality and residence are not restricted. Each issuer in this row is on the portal's nationality list and is not in its nationality-restricted set, so its holders may use this online route and are granted up to 30 days.
