Citizens of the Republic of the Marshall Islands and the Federated States of Micronesia may enter into, lawfully engage in employment, and establish residence in the United States and its territories and possessions without regard to paragraphs (14), (20) and (26) of section 212(a) of the Act pursuant to the terms of Pub. L. 99-239.

Section 212.1 is the DHS regulation that imposes the visa-and-passport requirement on each arriving nonimmigrant alien and then enumerates the classes that do not have to present a visa. The VWP list and the 212(f) proclamations operate as exceptions or overlays on that command; they do not replace it.
Paragraph (d) names these two Compact states and substitutes a right to enter, work and reside for the visa paragraphs of section 212(a), so there is no tourist day cap to extract. The parentheticals (14), (20) and (26) are historic INA 212(a) paragraph numbers waived by the Compact, not footnotes attached to the country names.
