The Republic of Sudan Gazette No. 1920 of 15/10/2021 publishes the Passports and Immigration Regulation 2021 (لائحة جوازات السفر والهجرة لسنة 2021م), issued under Article 14 of the Passports and Immigration Act 2015; that Act and its Regulation are what impose the entry-visa requirement on foreign nationals entering Sudan. The GDPI statement is the responsible ministry's current confirmation of how the visa is administered, and the UAE embassy page is the instrument that creates the one sourced exemption (ARE visa-on-arrival).
The state’s own Passports and Immigration Directorate confirms that entry to Sudan is by an entry visa and that the visa-on-arrival (‘counter visa’) is a standing procedure whose approval runs through the Directorate’s presidency; a traveller of any nationality not covered by a documented exemption must therefore arrange the entry visa in advance.
