Lei 5/2015 amends article 25 of the aliens law to create the visa-free categories (CPLP, EU, USA, Canada), the 15-day stay for holders of a valid Schengen or US visa, and the delegation under which the Government lists third countries exempt for up to 15 days. It is the instrument that CREATES the visa-free obligation; the SMF article and the 2017 decree/note describe or implement it.

The SMF states that bilateral cooperation agreements exempt these countries' citizens from visas for stays up to 90 days, which is the entitlement asserted for each issuer on this row; for AGO, MOZ and GNB this 90-day grant governs the day counter over their 15-day CPLP entitlement.
