British/Irish citizens, including those holding another nationality, are not eligible for an ETA. They may only evidence their right of abode with (in some cases an expired) British/Irish passport or other passport endorsed with a certificate of entitlement (CoE) to the Right of Abode.

The Immigration (Bailiwick of Guernsey) Rules 2008 are made under section 3(2) of the Immigration Act 1971 as extended to the Bailiwick and impose the requirement for leave to enter, define visa nationals (by reference to the UK Appendix) and non-visa nationals, require entry clearance of visa nationals, and set the visitor stay limit. The gov.gg ETA page reports the ETA policy created under that same control framework; it describes the rule, while the Rules create it.
The passage names British and Irish citizens as holders of the right of abode who are not eligible for an ETA, so no advance authorisation applies to them and, having the right of abode, they are not subject to the visitor regime at all.
