7. A person who is neither a British citizen nor a Commonwealth citizen with the right of abode nor a person who is entitled to enter or remain in the Isle of Man by virtue of section 3ZA of the Immigration Act 1971 requires leave to enter the Isle of Man.

The Isle of Man Immigration Rules are made under section 3(2) of the Immigration Act 1971 (an Act of Parliament) as extended to the Isle of Man by the Immigration (Isle of Man) Order 2008; they impose the leave-to-enter requirement, define who must obtain entry clearance in advance (visa nationals and the ETA requirement) and set the visitor stay durations. The UK visa national appendix is adopted by them by cross-reference and supplies the enumeration of nationalities.
Paragraph 7 provides that only a person who is neither a British citizen nor a Commonwealth citizen with the right of abode nor a person entitled under section 3ZA of the Immigration Act 1971 requires leave to enter the Isle of Man. British citizens therefore do not require leave and are outside the entry regime, and the UK is not on the visa national or ETA lists.
