The Ministry of Foreign Affairs’ “Visa on Arrival” page imposes the requirement that non-exempt foreign nationals intending to obtain a visa at Iranian international airports submit an electronic visa application and present the approved Grant Notice at the airport counter; it is the operative statement of how the entry-visa obligation for ordinary tourism is discharged.
The passage names the nine countries whose nationals cannot obtain a visa at Iranian airports, so for these issuers a visa must be arranged through an Iranian mission before travel.
