7. A person who is not – (a) a British citizen; or (b) a Commonwealth citizen with the right of abode; or (c) a person who is entitled to enter or remain in Jersey by virtue of section 3ZA of the Immigration Act 1971, requires leave to enter Jersey.

Aevamo’s reading

The Jersey Immigration Rules are laid down by the Minister for Home Affairs under the Immigration Acts as extended to Jersey by the Immigration (Jersey) Order 1993; they create the obligation to obtain entry clearance (a visa) before arrival for visa nationals and an ETA for ETA nationals. The UK appendices are incorporated by reference and supply the nationality lists; they describe who the Jersey rule reaches, they do not create the Jersey obligation.

Paragraph 7 lists who requires leave to enter Jersey; a British citizen is not in that list, so British citizens are not subject to immigration control and may enter freely without a cap.
