The Immigration Act 2006 (43 MIRC Ch.1) is the instrument that CREATES the obligation: section 112 makes a visa or exemption compulsory for every non-citizen entering the Republic, section 113 grants the statutory exemptions, and section 137 requires a visitor visa before arrival except for Cabinet-approved visa-on-arrival countries. The Regulations and the Division of Immigration's list implement that obligation.

The list's VISA EXEMPT/WAIVER section grants the named EU Member Countries plus the United Kingdom and Northern Ireland a stay of 90 days from the date of arrival within any 180-day period, with the fee waived, so holders of these passports need no advance authorisation and are visa-free for up to 90 days per 180-day rolling window.
