No person other than a citizen of Brunei Darussalam shall enter Brunei Darussalam from any place outside Brunei Darussalam unless — … (e) he is exempted from the provisions of this section by an order made under section 54.

Section 6(1) of the Immigration Act (Cap 17) creates the obligation: no person other than a citizen may enter Brunei unless holding an Entry Permit, pass, Residence Permit or an exemption made under section 54. The MFA visa-category pages describe the scope of the exemptions granted to that obligation; they do not create it.
Section 6(1) of the Immigration Act is the default rule: every non-citizen must hold an Entry Permit, pass, Residence Permit or a section 54 exemption to enter. These issuers appear on none of the MFA's visa-free (D1/D2/D3) or visa-on-arrival (C1-C4) categories, so they are not exempted and must obtain a visa before travel.
