Nationals of other countries must present a valid passport or valid national identity card (for ECOWAS citizens). The single-entry biometric visa for a stay of up to 90 days is issued after prior collection of biometric data (fingerprints, photo) and biographical data of the applicant. It also requires the provision of information on travel and accommodation. This biometric visa is currently issued only on arrival at Guinea Bissau International Airport (more locations may be added later).

The Republic of Guinea-Bissau's designated Electronic Visa Application System is the state-designated channel of the Serviço de Migração e Fronteiras and states the operative entry rule — 'a biometric visa is required to enter Guinea Bissau' — and that the single-entry biometric visa is 'issued only on arrival at Guinea Bissau International Airport' for stays of up to 90 days. The underlying national decree (Decreto-Lei n.º 1/92, named in the IOM migration profile) is not published online, so this portal is the migration authority's own current statement of the requirement it administers.
The portal states that nationals of other countries (that is, every foreign state not already covered by an exemption) obtain the single-entry biometric visa, for a stay of up to 90 days, issued on arrival at Guinea Bissau International Airport — so the entitlement is obtained at the border without advance authorisation.
