The arrêté du 22 juillet 2011 (as consolidated) is the instrument that imposes the visa requirement on foreigners entering New Caledonia (Article 1(b)) and grants the exemptions in Annex II; it is the text that creates the obligation rather than one that reports it.

The arrêté of 28 May 2025 suppresses the visa exemptions previously granted to Georgian nationals by deleting the 'Géorgie' line from Annexe II part 1 of the arrêté du 22 juillet 2011; with the entry gone, no exemption remains and Article 1(b) of the 2011 arrêté requires a visa, so Georgian passport holders must obtain one in advance.
