Official wording

A citizen of the Community visiting any Member State for a period not exceeding ninety (90) days shall enter the territory of that Member State through the official entry point free of visa requirements.

The LIS Visa on Arrival portal is the current official instrument of the Liberia Immigration Service, the body charged with implementing and enforcing the Aliens and Nationality Law, and it imposes the operative requirement on non-exempt foreign nationals - apply online for the Visa on Arrival before travel, or apply at the embassy where one exists in the traveller's country. It does not merely describe the position; it tells the traveller what they must do.

The ECOWAS Protocol A/P.1/5/79 binds Liberia, an ECOWAS Member State, to admit citizens of other Member States free of visa requirements for stays up to ninety days; the issuers in this row are the current ECOWAS Member States, named on the ECOWAS member-states page cited in fieldSources.
