Pour être admis à entrer sur le territoire de la Guadeloupe, la Guyane, la Martinique, La Réunion et de la collectivité de Saint-Pierre-et-Miquelon, pour y effectuer un séjour d'une durée n'excédant pas 90 jours sur toute période de 180 jours, tout étranger non bénéficiaire de la libre circulation en application des dispositions de la directive 2004/38/ CE du 29 avril 2004 doit respecter les conditions d'entrée suivantes : … b) Etre en possession d'un visa en cours de validité si celui-ci est requis en vertu de l'annexe II du présent arrêté. … Outre les étrangers mentionnés à l'article 1er qui bénéficient de la libre circulation des personnes, sont dispensés du visa prévu à ce même article les étrangers mentionnés à l'annexe II du présent arrêté, dans les limites qu'elle fixe.

This arrêté, made by the ministers of the interior, foreign affairs, budget and overseas under the CESEDA, is the instrument that CREATES the short-stay visa obligation for the named territories including Guyane: Article 1(1°) requires a visa for entry, and Article 3 plus Annexe II create and bound the dispense. For Brazil, the arrêté du 31 juillet 2026 (unfetchable; reported by the embassy page) derogates from Annexe II and suspends the visa for ordinary passports up to 30 days/180.
Article 1(1°)(b) makes a valid short-stay visa a condition of entry for every foreigner who does not benefit from free movement and is not dispensed by Annexe II, and Article 3 confines the dispense to free-movement beneficiaries and Annexe II listees. These 108 issuers are not listed in Annexe II for ordinary passports (the sweep in residualSweep records each diplomatic-only, lapsed, territory-limited or removed entry), so each must arrange a short-stay visa in advance.
