Loi n° 02-03 creates the obligation: its article 3 requires every foreigner entering Morocco to hold a travel document 'assorti, le cas échéant, du visa exigible', and its article 9(2) fixes the maximum visitor stay at 90 days. The MFA consular list and the e-visa pages administer exemptions under this law.
The list marks Congo-Brazzaville and Guinea as exempt from the visa but 'besoin d'une AEVM', so these nationals must obtain the electronic travel authorisation before travel; the underlying visa-free stay is 90 days. Mali carried the same mark until Morocco suspended the AEVM for its nationals — see row mli-visa-free.
