Except for the nationals of the countries and territories specified in Schedule 2, all other foreign nationals and stateless persons shall produce to an immigration officer a passport endorsed with an entry clearance which shall take the form of a Turks and Caicos Islands visa, issued for the purpose for which they seek entry, and shall be refused leave to enter if they have no such current visa:

Chapter 5.01 is the consolidation of the Immigration Ordinance and the Immigration Regulations made under it. Regulation 9(1) of the Regulations creates the visa obligation — every foreign national or stateless person not listed in Schedule 2 must hold a Turks and Caicos Islands visa — and section 5(2)(b) of the Ordinance creates the ninety-day visitor stay. The amendment (L.N. 22 of 2022) modifies Schedule 2 but creates no obligation itself.
Regulation 9(1) states that every foreign national or stateless person not specified in Schedule 2 must hold a Turks and Caicos Islands visa endorsed in their passport to be granted leave to enter; each issuer in this row is absent from Schedule 2 (Russia and Ukraine were deleted from it by L.N. 22 of 2022), so the visa requirement applies to them.
