Loi L/94/019/CTRN du 13 juin 1994 creates the obligation itself: article 3 requires every foreigner to hold a passport with a visa to enter Guinea, article 5 requires the entry visa to be obtained in advance, and article 6 creates the exemption mechanism for transit and for nationals of countries having concluded reciprocity conventions.
CountryHome.xml is the country table that powers the DCPAF e-visa form at paf.gov.gn/visa; the TREATY field is the flag the form reads, and every record here shows TREATY=2, which is the value under which the portal displays 'You do not require a visa to enter Guinea.' These are the nationalities the Guinean border police treat as visa-waiver.
