Malawi, Mauritania, Nigeria, Senegal, Tanzania, Tonga, Zambia, and Zimbabwe. … (ii) The entry into the United States of nationals of Angola as immigrants, and as nonimmigrants on B-1, B-2, B-1/B-2, F, M, and J visas, is hereby suspended. … This proclamation is effective at 12:01 a.m. eastern standard time on January 1, 2026.

Section 212.1 is the DHS regulation that imposes the visa-and-passport requirement on each arriving nonimmigrant alien and then enumerates the classes that do not have to present a visa. The VWP list and the 212(f) proclamations operate as exceptions or overlays on that command; they do not replace it.
Ordinary tourism uses B-1/B-2; each (ii) suspends those classifications for the named nationality, which is a class-wide bar on the visitor route rather than a shortened stay. 8 CFR 212.1 cannot record a 2026 proclamation.
