Proclamation No. 24/1992 is the Eritrean statute that creates the entry obligation: its Article 7(1) states that any foreigner may not enter Eritrea without a valid visa, and Article 3(3) defines 'foreigner' as any non-Eritrean person. The embassy visa page describes this obligation rather than creating it.
Article 7(1)(b) of the Proclamation requires every foreigner to hold a valid visa to enter Eritrea, and Article 3(3) defines 'foreigner' as any non-Eritrean person; every issuer in the roster is a non-Eritrean nationality or non-Eritrean travel-document class, so each must arrange a visa in advance.
