Law 79/2021 is the statute that makes a valid entry visa the general condition for a foreigner entering Albania (art. 6(1)(b)) and vests in the Council of Ministers the power to approve the visa-free country list (art. 29(1)); VKM 858/2021 is its implementing regulation, which is why the rows cite the VKM for the lists and the Law for the underlying obligation and duration.
VKM nr. 470, datë 17.7.2024 suspends the Albania–Guyana agreement exempting holders of diplomatic, service AND ordinary passports from visa requirements, the agreement approved by VKM nr. 190 of 4.3.2020. The operative sentence names Guyana and names ordinary passports (“pasaportave të zakonshme”), so it reaches exactly the travellers this row is about; with the exemption suspended, Law 79/2021 art. 6(1)(b) requires them to hold a visa.
