Sovereign Ordinance n° 3.153 of 19 March 1964 is the Monégasque instrument that creates the entry obligation: Article 1 requires every foreigner entering the Principality to hold the passport, visas and authorisations that permit access to France, which is what imports the French/Schengen visa regime into Monaco. The government page and the EU regulation describe or supply that regime but do not create Monaco's obligation.
Article 3(1) of the consolidated EU visa regulation requires nationals of third countries listed in Annex I to hold a visa when crossing the external borders; these issuers are not covered by any in-force Annex II exemption, so they must arrange a Schengen visa (obtained from the French authorities) before entering Monaco.
