Regulation (EU) 2018/1806 is the instrument that creates the obligation: Article 3(1) requires nationals of Annex I third countries to be in possession of a visa when crossing the external borders, and Article 4(1) grants the Annex II exemption. The Schengen Borders Code supplies the 90-in-180 duration but does not itself impose or waive the visa requirement.
Article 4(1) exempts nationals of Annex II countries for 90 days in any 180-day period, and Annex II lists Hong Kong SAR, Macao SAR and Taiwan with notes 14, 15 and 17 respectively, which limit the exemption to holders of the specific document described in each note.
Annex II notes 7 and 11 read 'The exemption from the visa requirement shall apply from the date of entry into force of an agreement on visa exemption to be concluded with the European Union' and note 20 reads 'from 1 January 2024, whichever date comes first'; those notes attach only to the entries that carry them, and none of the issuers in this row carries one, so no commencement condition applies to them.
