Decreto 616/2010 is the Reglamento de la Ley de Migraciones 25.871 that establishes the admission categories, the tourist subcategory and its stay period, and the framework under which all consular-visa exemptions operate; the exemption resolutions (189/1995, 137-E/2017, 316/2025, 353/2025) carve visa-free entries out of that framework.
The Argentine Consulate in Hong Kong states that the Hong Kong SAR passport does not require a visa and permits a stay of up to 90 days.
