The Ministry of Foreign Affairs of the Republic of Cyprus publishes the operative lists of third countries whose nationals require a visa for entry to Cyprus (Part A) and those exempt (Part B); these lists are what the border applies, and they implement EU Regulation 2018/1806, whose Article 3(1) creates the visa obligation and Article 4(1) the 90-day exemption, both directly applicable in Cyprus.
The two Special Administrative Regions are listed in Part B section 2 with footnotes 4 and 5, which restrict the exemption to holders of the respective SAR passports — exactly the documents the HKG and MAC codes denote.
