Dahir n° 1-03-196 promulgating Loi 02-03 is the statute that imposes the obligation: Article 3 requires every foreigner arriving on Moroccan territory to hold a valid travel document "assorti, le cas échéant, du visa exigible". The visa-exemption list, e-visa note and change records all implement or modify that requirement; the Dahir creates it.
The official list exempts Hong Kong from the visa but caps the stay at 30 days, so the holder is visa-free for 30 days.
