1. უცხოელებს, რომლებსაც აქვთ დანართში მითითებული რომელიმე ქვეყნის ვიზა ან/და ბინადრობის ნებართვა, შეუძლიათ საქართველოში უვიზოდ შემოსვლა და ყოფნა ნებისმიერ 180-დღიან პერიოდში, 90 კალენდარული დღის ვადით. … 2. საქართველოში უვიზოდ შემოსვლისა და ყოფნის მიზნით, შესაბამისი ქვეყნის ვიზა ან/და ბინადრობის ნებართვა მოქმედი უნდა იყოს საქართველოში შემოსვლის (საზღვრის გადაკვეთის) დღისთვის, რაც უნდა დასტურდებოდეს სამგზავრო ან/და სხვა შესაბამისი დოკუმენტით.

This is the Law of Georgia that creates the visa obligation for foreigners (Article 5 names a Georgian visa as a ground of entry; Article 10(1) treats exemption as something legislation may grant) and that authorises the government to list the nationalities who enter visa-free for a full one year (Article 10(3)). Resolution 255 exercises that power; it does not create it.
Note 1 grants visa-free entry and a 90-day stay in any 180-day period to foreigners who hold a visa or residence permit of an annex country; note 2 adds that the visa or permit must still be valid on the day of the border crossing.
