The Immigration (Visa) Order, made under s.7(3) of the Immigration Act, imposes the visa requirement: s.3(1) makes the passport of a subject or citizen of a country listed in Schedule 1 unacceptable for entry unless it bears a valid visa, and s.3(2)-(3) distinguish visa on arrival from visa prior to arrival. It creates the obligation rather than reporting it; the External Affairs lists and bilateral agreements describe or modify it.

Schedule 4, headed 'COUNTRIES WHOSE SUBJECTS OR CITIZENS DO NOT REQUIRE A VISA TO ENTER SAINT LUCIA', lists each of these countries and territories, and s.4(1) of the Immigration (Visa) Order exempts their subjects or citizens from the visa requirement; Immigration Act s.12(1) sets the visitor stay ceiling at 6 months.
