Subsection (1) does not apply to a non‑citizen in relation to travel to Singapore if the travel is by a non‑citizen who holds and … produces a valid passport from a country that is approved by the Minister.

Section 9B(1) of the Immigration Act 1959 imposes the requirement that a non-citizen must not travel to Singapore without a Singapore visa that is in effect, and s 9B(2) creates the exemption for holders of valid passports from countries approved by the Minister. The ICA visa-requirements page administratively expresses that approval as the visa-required list; the Act is the instrument that creates the obligation.
Section 9B(2) exempts a non-citizen who holds and produces a valid passport from a country approved by the Minister from the s 9B(1) visa requirement; the ICA visa-required list expresses that ministerial approval, and a passport from a country not on it is a passport from an approved country, so no Singapore visa must be arranged in advance.
