Republican Decree-Law No. 47 of 1991 creates the entry obligation itself: Article 3 provides that no foreigner may enter the Republic without a valid passport and an entry visa endorsed on it, and Article 4 delegates any nationality exemption to a decision of the Minister of the Interior. The embassy page and the eVisa portal describe or implement that obligation; they do not create it.
The Embassy of the Republic of Yemen in Budapest's consular page lists Hong Kong as exempt from the entry visa (هونج كونج (معفى من تأشيرة الدخول)), so HKSAR passport holders need no authorisation arranged in advance.
