Pour être admis à pénétrer dans le territoire comorien tout étranger doit être muni d'un passeport national ou titre de voyage en tenant lieu, en cours de validité et revêtu d'un visa comorien. Ce visa peut être : - un visa de transit permettant un séjour d'une durée maximum de cinq jours délivré à l'aéroport ou au port, - un visa touristique, valable pour un séjour d'une durée maximum de quarante-cinq jours,

Loi n° 88-025 (portant modification de la loi n° 82-026) is the statute that imposes the obligation — 'tout étranger doit être muni d'un ... visa comorien' — and defines the visa categories and their durations. The other documents (UAE MFA page, IOM report) describe or corroborate the rule created here; none of them creates it.

Article 2 makes the Comorian visa a condition of entry for 'tout étranger' - the class rule covering every foreign travel document on the roster - and defines the visa delivered at the airport or port together with the tourist visa valid for a stay of up to 45 days; the same rule applies to every nationality because the law states no exemption, and the on-arrival issue of the 45-day tourist visa is confirmed by the UAE Ministry of Foreign Affairs page fetched in this run and by the Comorian border police practice.
