- The advance authorisation is Israel's ETA-IL electronic travel authorisation: visitors from visa-exempt countries are obligated to apply for it before travelling, the online application and payment are submitted a few days before the trip, the authorisation is valid for up to 2 years or until the passport expires, and it allows stays of up to 90 days. The B/2 West Bank visit permit itself is not this authorisation and is dealt with in the other conditions.
- The ETA-IL obligation is not avoided by crossing from Jordan: every entry into the Judea and Samaria area is through the international crossings, and the procedure defines an international border crossing as a border station designated by the Minister of Interior in the Entry into Israel (border stations) order, 5747/1987 — an Israeli control point, not a Palestinian one.
- The permit issued at the crossing is a B/2 tourist permit capped at a maximum of three months, and it expires when the holder departs; a further stay needs a fresh permit. Application is made at the Allenby Bridge Crossing rather than in advance, and the decision is taken on arrival.
- 'As a rule' has a stated carve-out: a visa-exempt national who was refused entry before, has criminal or security episodes, resided illegally, or was bonded in the past five years must coordinate arrival in advance through the COGAT centre — for that traveller the answer is advance authorisation, and it is the traveller who knows whether it applies.
- For the Gaza Strip, all foreigners must apply to the Palestinian Ministry of Interior - General Directorate of Residence and Foreign Affairs - a week before the date of entry, and must regulate their residence with the Directorate if they wish to stay for more than a week.

The State of Palestine does not operate its own border crossings; every foreigner entering the West Bank passes through an Israeli-controlled crossing (Allenby Bridge or Ben Gurion airport), and the Israeli COGAT 'Procedure for Entry and Residence of Foreigners in the Judea and Samaria Area' (61 pages, revision 21 December 2022) is the operative instrument that creates the entry obligation a traveller faces: it grants or refuses the visit permit, sets the three-month cap, and routes each nationality to a crossing application, an Israeli representative office, or a Palestinian Authority permit. The Palestinian Ministry of Interior's own statement (pa-moi-entry) creates the parallel obligation for the Gaza Strip and defines the regime's scope ('foreigners, non-Palestinians'), which places PSE holders outside the foreigner regime.
The ETA-IL enumeration is the classification the crossings actually apply, and it names every issuer on this row: each appears with NEED_PERMIT 0, meaning no entry permit has to be arranged before travel. The terms of the permit those travellers get — application at the crossing, three-month cap, expiry on departure — are the controlling instrument's, and are quoted in the condition below.
