SRO 37 of 2019 regulation 2(1) imposes the obligation itself - an alien shall not land in Dominica unless a visa is endorsed in the passport - and regulation 2(2) lists the exemptions; it is the instrument that creates the entry requirement for this regime, made by the Minister under section 28(2) of the Immigration and Passport Act (Chapter 18:01).
The Government of Dominica's own visa-information page is the immigration authority's published list of the persons who do not need a visa, naming the exempt nationalities under its six-month and three-month heads; Haiti is named in neither list, so on the state's published position a Haitian national is not visa-exempt and must obtain an entry authorisation (a visa) in advance.
