Tout citoyen de l'Union européenne muni d'une carte d'identité ou d'un passeport en cours de validité est admis en Nouvelle-Calédonie, à condition que sa présence ne constitue pas une menace pour l'ordre public. … les citoyens de l'Union européenne ainsi que les membres de leur famille mentionnés au III de l'article 14 de l'ordonnance du 20 mars 2002 susvisée ont le droit de séjourner en Nouvelle-Calédonie pour une durée inférieure ou égale à trois mois, sans autre condition ou formalité que celles prévues à l'article 1er du présent décret pour leur entrée en Nouvelle-Calédonie.

The arrêté du 22 juillet 2011 (as consolidated) is the instrument that imposes the visa requirement on foreigners entering New Caledonia (Article 1(b)) and grants the exemptions in Annex II; it is the text that creates the obligation rather than one that reports it.
Article 1 of the decree admits EU citizens to New Caledonia with only a valid identity card or passport and Article 3 grants them the right to stay up to three months with no further formality, placing them outside the arrêté's visa regime — the arrêté's own Article 1 confines that regime to 'tout étranger, non bénéficiaire des dispositions du décret du 19 novembre 2010'.
