Shtetasit e vendeve të cilat nuk janë të listuara në pikën 1. të këtij vendimi ose me të cilat nuk ka marrëveshje ndërkombëtare mbi hyrjen, tranzitin ose qëndrimin në Republikën e Kosovës, mund të hyjnë, të kalojnë ose të qëndrojnë në territorin e Republikës së Kosovës me kusht që të kenë dokument udhëtimi valid dhe vizë kosovare.

Government Decision No. 15/158 of 29 November 2013 creates the obligation: it exempts the states listed in Annex I from the visa regime (point 1) and requires a Kosovo visa of citizens of every other state (point 6), exercising the power the Law on Foreigners delegates to the Government.
Point 6 is the collective complement clause of the inclusion list: it imposes the Kosovo visa requirement on nationals of every state NOT listed in point 1 and with no international agreement, so it enumerates the group by exclusion ('nuk janë të listuara në pikën 1' / not listed in point 1) rather than naming each one. The document therefore covers all 95 issuers on this row as the complement of the Annex I list, and each issuer was verified against that list and every special-category point (2-5, 7-8) and appears on none of them.
