Section 73 of the Act creates the obligation: 'All foreigners intending to visit the Kingdom are required to obtain Bhutanese visa prior to departure from their respective countries except the nationals of those countries exempted by the Government', and section 28 defines entry clearance as a visa for visa nationals and an entry permit for non-visa nationals. The 2023 Rules operationalise these categories; the Act is the instrument that creates the requirement.
Rule 72 makes nationals of India eligible for an Entry Permit, which is issued at the port of entry (so nothing need be arranged in advance), and rule 56 caps a tourist stay at ninety days, so an Indian national entering as a tourist may be permitted to stay up to ninety days.
